Harbor tackles a familiar problem for teams that code with AI assistants: those assistants don’t know what your team has already decided. The decision to make every webhook handler safe to retry, or the rule about where customer data is allowed to live, usually sits in an old Slack thread or a PR review the agent will never see. Harbor reads those conversations, turns the decisions in them into rules, and hands the relevant ones to your coding agent before it writes any code.
The makers call it a “company brain” for people and agents, summed up as “Decide once. Every agent knows.” It’s built for engineering teams who already use Claude Code, Codex or Cursor every day and are tired of repeating the same conventions in every session or fixing the same mistakes in review. Harbor is currently in early access, and new teams are admitted by hand.
